box-sizing: border-box !important;">一是推动绿色发展。把绿色发展的理念融入新一轮转型发展、创新发展、赶超发展的血液里，构建政府为主导、企业为主体、社会组织和公众共同参与的环境治理体系，把环境保护真正作为推动经济转型升级的动力，把生态环保培育成新的发展优势。二是推进生态文明示范区建设。以创建国家级生态文明示范区作为目标引领，全面深化生态文明示范区创建工作，力争2019年创成省级生态文明示范区，5年内创成国家级生态文明示范区。三是稳步推进生态文明体制改革。构建并严守三大红线，包括生态功能保障基线、环境质量安全底线、自然资源利用上线；建立和完善环境治理制度，构建绿色金融体系，推进社会化生态环境治理和保护，健全生态环境保护引导激励机制；持续深化“最多跑一次”改革，健全完善“规划环评+环境标准”清单式管理模式，大幅提升环评审批效率和管理服务水平。</span></p><p style="max-width: 100%; box-sizing: border-box !important;">一是打赢污水剿灭战。按照省和温州市委市政府任务部署，提早谋划、精细研究，进一步完善水环境质量考核管理办法，协同市治水办打一场治污治水的决胜战，巩固剿灭劣V类水水质成果，坚决防止断面水质反弹回潮，实现平原河网水质逐年改善。二要打好治气攻坚战。提前谋划、尽早行动，发挥好大气办牵头抓总职能，以重点行动（如重污染行业整治“零点行动”）为契机，以重点项目监管（如垃圾焚烧发电厂项目）为抓手，抓住突出短板，深化大气污染防治“六大行动”，力争空气质量持续走在温州全市乃至全省前列。三要打好治土预备战。要摸清污染底数，全盘谋划举措，实施土壤污染源头预防和风险管控，完成全市重污染企业迁后潜在污染地块摸底排查，初步建立全市污染地块数据库。推动固废危废处置项目建成投用，全面构建以“互联网+”为核心的危废信息化监控体系。加强重金属污染防治，基本消除突出的重金属污染隐患。</span></p><p style="max-width: 100%; box-sizing: border-box !important;">要全面强化环境网格监管制度，充分运用环保督政、约谈预警等措施，倒逼属地政府及相关部门落实环保职责。全面推行“双随机”抽查，实现全市环保部门“双随机”抽查100%覆盖。持续开展“绿色·警盾”系列等各类环保执法专项行动，建立环境违法行为快速发现高效查处机制，强化移动执法平台运用，对环境违法行为实施顶格处置、零容忍打击，持续保持执法震慑态势。强化行政执法与刑事司法联动协作机制，联合公安、检察院查办大案要案，运用信用“黑名单”等手段，强化综合惩治效应，倒逼企业落实环保责任。</span></p><p style="max-width: 100%; box-sizing: border-box !important;">一是会同各相关部门、乡镇、街道、社会团体、民间组织等联合开展生态满意度宣传、绿色出行、环保书法大赛、生态游园、生态巡讲、环保小卫士评选、绿色公益运动会等各类活动，纵深推进环保宣传生态文明理论。二是围绕“六·五”世界环境日等主题，举行大型实地宣传活动，同时联合属地乡镇、街道分别开展宣传。三是开展生态文明教育基地建设，将宣传工作深入全市中小学校。四是以“一报两台两微”（一报即XX日报、两台X广播电台和电视台，两微即微博、微信）为主要抓手，有效结合线下服务宣传和线上媒体报道，构筑立体宣传阵地，分别推送微信、微博、日报等。</span></p><p style="max-width: 100%;
