仿宋_GB2312;mso-bidi-font-family:仿宋_GB2312">当前，我国正处于传统农业向现代农业转型阶段，大量先进技术、高效装备、新型理念被广泛引入农业生产，与此同时，农村“空巢化”现象凸显，青壮劳力不足，“三农”领域“谁来种田”成为突出问题。立足我老秘网县县情，全县土地面积<span lang="EN-US">90</span>万亩，农业人口<span lang="EN-US">30</span>万人，人均土地面积<span lang="EN-US">3</span>亩，劳动力人口仅有<span lang="EN-US">15</span>万人，由于青壮劳力流失严重，剩余劳力观念守旧、技术落后，全县农业整体发展创新不足、速度缓慢。<span lang="EN-US"><o:p></o:p></span></span></p><p class="MsoNormal" style="text-indent:.8pt;mso-char-indent-count:.05;

mso-bidi-font-family:仿宋_GB2312">日，我带领考察团先后到大荔县、白水县学习现代农业和果业发展先进经验，很受触发。对我老秘网县而言，要想改变当前农业产业落后面貌，实现传统农业转型升级，既要不遗余力发展现代农业，大力建设现代农业园区，加快各类新型农业经营主体踊跃发展，又要创新思维，摒弃旧有农业观念，转变农业发展方式——少种粮、建大棚、多栽果！这是立足县情因地制宜的发展路径，在此过程中，高水平、新技能、综合素质优秀的新型职业农民成为我们发展现代农业必不可少的一个重要角色，因此，我们要大力支持和广泛开展新型职业农民培育，努力做好以下几点：<span lang="EN-US"><o:p></o:p></span></span></p><p class="MsoNormal" style="text-indent:.8pt;mso-char-indent-count:.05;

mso-bidi-font-family:仿宋_GB2312">认定扶持。农广校要与相关镇积极配合，对完成课时任务学员，严格把关，强化监督，做好认定。要做到认定与产业相结合，认定过程有专业技术人员参与，严格笔试、面试程序，对不合格学员立即淘汰，对获取认定者，要通过资金与技术扶持，往真正从事农业生产经营的新型职业农民身上“倾斜”，充分调动农民生产积极性。农业局要参照榆林榆阳区“九免九补”优惠政策范例，尽快拿出我老秘网县鼓励扶持职业农民发展方案。<span lang="EN-US"><o:p></o:p></span></span></p><p class="MsoNormal" style="text-indent:.8pt;mso-char-indent-count:.05;
