目标管理工作是政府办公室的一项重要工作，如何使目标管理工作更加规范化、科学化？如何更好地调动乡镇和县直单位干事创业的积极性和创造性？是目标管理工作面临的核心问题。在这方面我们进行了一些积极的探索和尝试，得到了一些启发。在实际工作中，我们尤其注重“三突出”，发挥了目标管理对全县经济社会发展的推动和促进作用。

一、   突出权威性，使目标管理成为有效推动工作的好抓手

目标管理是行政管理的一个重要方法和手段，我们在如何科学设定目标体系方面想了很多办法。为了使目标管理具有权威性，主要考虑了一下几点。

（一）强化目标意识，转变工作思路。在给乡镇设定目标任务时，有一些经济发展的目标，比如生产总值增长、地方财政收入增长、全社会固定资产投资增长等。我们通过对这些目标的考核，来研究镇域经济的发展问题。强化目标意识，转变发展思路，不是简单地看数字考核、数字的上报，而是充分认识到数字就是自我加压，数字就是体现政府抓经济的力度和决心。充分认识到实行经济发展目标管理考核是利用行政手段加快本地发展的直接体现，是通过压责任压任务促进经济发展的有效途径，使各乡镇各部门把大力抓经济工作当作自己必须履行的责任和必须完成的任务来抓好。

（二）完善考评体系，实现重奖严惩。一是实行目标管理“三挂钩”。把目标管理考评的结果与评优评先挂钩、与干部使用挂钩、与经济奖惩挂钩。二是加大奖励力度。对完成责任目标任务突出、综合评定居前列的乡镇和部门给予重奖。三是严格惩处措施。对重点工作加重分值，这些工作完不成或完成不好的，不能当先进。

（三）强化督查考核，实行动态管理。一是切实落实“五明确”。各乡镇各部门都要围绕县委、县政府的重大工作部署，切实做到目标任务、工作要求、关键措施、时间进度和责任人员“五明确”，做到领导有责任，部门有目标，层层有压力，人人有任务，加压驱动，扎实推进。二是加大对监控单位的监管。县委、县政府强化对各监控单位目标责任制的动态管理和督查考核，包括领导重视程度、目标体系制定科学程度、履行监控职责、监控结果报送等，推动县委、县政府各项重大决策和重要工作部署的全面贯彻落实。三是强化重点督查。突出督查县委、县政府重大决策部署的实施情况、重点工作的进展情况、重大项目的建设情况，随时掌握工作动态，及时发现和解决存在问题，全力推动工作落实。

二、突出创新性，使目标管理成为展示智慧的大舞台

我们的目标管理考评奖惩办法对于实施工作创新，包括工作方式方法的创新、体制机制的创新，都加大了分值，具有鲜明的导向性。对各乡镇，包括各牵头单位、主管部门出现的好经验、好做法，加大分值设定，给予重奖，在目标上给予鲜明的体现。

（一）建立干事队伍，强化目标责任。通过实行经济发展目标管理考核，在全县建设了一支扎实干事、锐意进取的干部队伍，在全县范围内营造了人心思进、人心思富、人心思干、人人争先创优的良好氛围。一是通过压任务出干部。各乡镇、各部门都把经济发展目标管理考核工作当作头等大事，做到人人围绕目标转，事事为了目标办，把已经确定的目标任务，转化为各级干部的领导责任和工作责任，做到任务层层分解，压力层层传递，人人肩上有担子，个个身上有压力。二是通过查实绩认干部。平时开展不定期督查和年终由县委政府组织对各单位完成任务情况进行严格考评，以所做的工作和取得的成绩来认定各级领导班子和广大干部的工作能力。三是通过严管理用干部。严格加强经济发展目标管理考核工作，充分发挥各级领导干部发展经济的主观能动性，对抓经济成效明显、工作业绩突出的干部优先提拔重用。
