box-sizing: border-box !important;">大以来，中央站在党和国家发展全局的高度，对反腐倡廉工作进行了全面安排部署，明确提出坚持党要管党、从严治党是维护党和国家利益的重要政治任务，坚决反对不廉洁、建设廉洁政治是我们党一贯坚持的鲜明政治立场。反腐倡廉工作做不好，就会对党和人民的事业造成致命伤害，甚至亡党亡国。习近平总书记在今年新年贺词中指出：要继续全面推进从严治党，毫不动摇转变作风，高举反腐利剑，扎牢制度的笼子。在中国共产党领导的社会主义国家里，不廉洁分子发现一个就要查处一个，有腐必惩，有贪必肃。从党的十八大报告到中央纪委工作报告，都提出了干部清正、政府清廉、政治清明的新要求、新目标，强调</span>“<span style="max-width: 100%; box-sizing: border-box !important;">各级领导干部必须自觉遵守廉政准则，既严于律己，又加强对亲属和身边工作人员的教育和约束，绝不允许搞特权</span>”<span style="max-width: 100%; box-sizing: border-box !important;">，</span>“<span style="max-width: 100%; box-sizing: border-box !important;">不管涉及什么人，不论权力大小、职位高低，只要触犯党纪国法，都要严惩不贷</span>”<span style="max-width: 100%; box-sizing: border-box !important;">人。同时，我们也要清醒地看到，我老秘网县当前反不廉洁斗争形势依然严峻，个别党员干部热衷于跑关系、走后门，甚至跑官要</span></span><span style="max-width: 100%; color: rgb(0, 0, 0); letter-spacing: 0px; font-family: 仿宋_GB2312; box-sizing: border-box !important;">跑关系</span>”<span style="max-width: 100%; box-sizing: border-box !important;">等，还冠以</span>“<span style="max-width: 100%; box-sizing: border-box !important;">礼尚往来</span>”<span style="max-width: 100%; box-sizing: border-box !important;">的名号自圆其说。因此，节日期间是不廉洁易发高发期，也是检验领导干部政治素质高低、是否清正廉洁的重要关口，大家一定要防微杜渐、警钟长鸣、保持清醒。过节期间要杜绝</span>“<span style="max-width: 100%; box-sizing: border-box !important;">走动</span>”<span style="max-width: 100%; box-sizing: border-box !important;">糖衣炮弹</span>”<span style="max-width: 100%; box-sizing: border-box !important;">确实很多，手段之隐蔽、形式之多样是很难想像的，重点对象就是各级领导干部。如果思想上放松了警惕，把握不住自己，就很可能落入圈套，走上犯错误的道路。在诱惑面前，为什么有的人就能顶得住，有的人却经不住引诱？原因多种多样，但归根到底还是自身的问题。不注意提高自己的觉悟，对已有的权力、地位和利益总不满足，私心太重，私欲太强，或者警惕性不高，麻痹大意，就是犯错误的开始，发展下去，肯定要走向不廉洁。作为领导干部，职务越高，手中的权力越大，一言一行的影响就越大，必须时时刻刻坚持高标准、严要求，坚持党性原则，牢记宗旨理念，才能以不变应万变，抵御住各种诱惑，经得起各种考验，守得住良好形象和荣誉。</span></span><strong style="max-width: 100%; box-sizing: border-box !important;">意识。</span></strong><span style="max-width: 100%; font-family: 仿宋_GB2312; color: rgb(0, 0, 0); box-sizing: border-box !important;"><span style="max-width: 100%; box-sizing: border-box !important;">这几年，我们坚持教育为先、防范为主，从源头抓起，在治本上下功夫，教育和挽救了一批同志，广大党员干部廉洁自律意识明显增强，拒腐防变能力不断提升，重大的违法违纪案件比较少，效果是很好的。但从目前情况看，仍有少数人不听招呼，不接受提醒，对组织的告诫不愿听、听不进，一直执迷不悟，最后走上了违法违纪的道路，令我们十分痛心。各级党组织都要站在对干部关心爱护，对党的事业担当负责的高度，严格落实党风廉政建设责任制，进一步增强规矩意识，严肃党的政治纪律、组织纪律、经济纪律和群众工作纪律，加强对干部的教育、管理和监督，早打招呼，经常提醒，避免一些同志犯大错误。广大党员干部要切实增强接受</span>“<span style="max-width: 100%; box-sizing: border-box !important;">拒腐防变，关键要把好</span>“<span style="max-width: 100%; box-sizing: border-box !important;">初次关</span>”<span style="max-width: 100%; box-sizing: border-box !important;">。明朝有一个监察官坐轿出巡，看到一个轿夫穿双新鞋走在路上，因雨后有水，这个轿夫总是躲着泥水走。后来一不小心踩到水里，这个轿夫就不再顾惜新鞋了。这个故事虽小，却告诉人们一个深刻的道理，就是要慎始，君子慎始而无后忧。在各种腐蚀诱惑面前，如果第一道防线被冲垮了，往往兵败如山倒；第一道闸门一旦打开，欲望的洪水就会一泻千里。现实生活中，一些领导干部就是没能把握好第一次，在下不为例的自我安慰中一步步走向犯罪深渊。</span></span><strong style="max-width: 100%; box-sizing: border-box !important;"><span style="max-width: 100%; color: rgb(0, 0, 0); font-family: 仿宋_GB2312; box-sizing: border-box !important;">二要慎独。</span></strong><span style="max-width: 100%; color: rgb(0, 0, 0); font-family: 仿宋_GB2312; box-sizing: border-box !important;">一些党员领导干部往往在公共场合、集体活动中，在有人监督的时候，能够按章办事，严格要求自己，而在远离组织、无人监督的时候就放松了对自己的约束，放纵自己，到犯了错误时才悔之莫及。任何权力都是党和人民赋予的，脱离监督，就会脱离正确的方向，在无外部监督的情况下如果失去自我约束能力，独处时就容易放纵自己，这样往往是一失足成千古恨。要做到慎独，最根本的就是要自觉做到自重、自省、自警、自励，真正抵得住诱惑，耐得住寂寞，守得住清贫。</span><strong style="max-width: 100%; box-sizing: border-box !important;"><span style="max-width: 100%; color: rgb(0, 0, 0); font-family: 仿宋_GB2312; box-sizing: border-box !important;">三要慎微。</span></strong><span style="max-width: 100%; color: rgb(0, 0, 0); font-family: 仿宋_GB2312; box-sizing: border-box !important;">千里之堤，溃于蚁穴。有些党员干部错误地认为，自己辛辛苦苦工作，收一点拿一点、捞一点占一点、吃一点喝一点、玩一点乐一点是人之常情，是小节，无伤大雅，不足挂齿，只要不犯大错误，不搞大不廉洁，小错误小毛病组织上会宽容原谅的。正是这种错误心理，使他们逐渐放松自我约束，今天占一点，明天捞一点，后天又贪一点，最后越陷越深，难以自拔。祸患常积于忽微。广大党员干部一定要从守住小节做起，防微杜渐，警钟长鸣，只有这样才能守住底线、不碰红线。</span><strong style="max-width: 100%; box-sizing: border-box !important;"><span style="max-width: 100%; color: rgb(0, 0, 0); font-family: 仿宋_GB2312; box-sizing: border-box !important;">四要慎好。</span></strong><span style="max-width: 100%; color: rgb(0, 0, 0); font-family: 仿宋_GB2312; box-sizing: border-box !important;">一个人有自己的业余爱好是正常的，但如果对自己的爱好不善节制，就可能被别有用心的人所利用，成为不法之徒腐蚀拉拢的对象。厦门远华特大走私案首犯赖昌星曾说：就怕领导干部没有兴趣爱好。作为领导干部一定要引起高度警觉，万不可恣情放纵自己的兴趣、爱好和习惯，而应当把它与官德修养紧紧联系起来，有利于官德修养的扬之，不利于官德修养的弃之，真正让兴趣爱好起到陶冶情操、健康身心的作用。</span><strong style="max-width: 100%; box-sizing: border-box !important;"><span style="max-width: 100%; color: rgb(0, 0, 0); font-family: 仿宋_GB2312; box-sizing: border-box !important;">五要慎友。</span></strong><span style="max-width: 100%; font-family: 仿宋_GB2312; color: rgb(0, 0, 0); box-sizing: border-box !important;"><span style="max-width: 100%; box-sizing: border-box !important;">近朱者赤，近墨者黑。特别是领导干部，因为手中有一定的权力，想靠近你的人、想结交你的人不少，其中必定会有一些是别有用心，想从你那里得到好处的人。不要只看到顺风顺水、风平浪静时对你好，很讲义气，一旦有风吹草动，可能首先就把你卖了。所以，一定要保持清醒的头脑，不该交的朋友不交，不搞同学会，不搞圈子，切实管好自己的</span>“<span style="max-width: 100%; box-sizing: border-box !important;">八小时</span>”<span style="max-width: 100%; box-sizing: border-box !important;">之外。</span></span><strong style="max-width: 100%; box-sizing: border-box !important;"><span style="max-width: 100%;
