font-size: 16px; color: rgb(89, 89, 89); box-sizing: border-box !important;">而上级部门期待的对于全局有指导启发意义的经验做法，下级往往又报不上来。</span><span style="max-width: 100%; font-size: 16px; color: rgb(89, 89, 89); box-sizing: border-box !important;">另一方面，上下级部门的文字工作者之间，尚缺乏长效沟通交流机制，往往是借调到上级机关的同志，回到原来工作岗位后水平明显有提高，而从基层到上级机关工作的同志，相比之下能力水平存在较大差距。</span></section><section style="margin-right: 8px;
