font-size: 18px; box-sizing: border-box !important;">一段时间以来，会议“多、长、空”等顽症像牛皮癣一样，久治不愈。前不久，中部某市一位扶贫工作组长吐苦水说：“光落实一项金融扶贫政策，我们去市里开过一次会后，又去县里开，接着乡镇又开。其实会议内容基本都是一样的，三番五次开同样的会，太耗费精力了。”某贫困县的县委书记抱怨，去年一年下来，自己参加的上级召开的会议上百个，平均下来几乎一半的时间在开各种各样的会，现在几乎是“白天开会、晚上办公”，“不是在开会，就是在去开会的路上”。会议过多过滥、内容重复、形式大于内容，到了非改不可的时候了。</span></p><p style="max-width: 100%; font-size: 18px; box-sizing: border-box !important;">”会议是用来解决问题的，不是用来当摆设、开给人看的。这其中，既有解决思想认识上的问题，又有解决实际工作中的问题，通过开会达到提高认识、统一思想，研究问题、提出对策的目的。什么是问题？毛泽东说，矛盾就是问题。开会就是把矛盾“端上桌”，大家一起会诊，开出药方，然后分头“抓药”“治病”去。</span></p><p style="max-width: 100%; font-size: 18px; box-sizing: border-box !important;"> 会议是一种形式，但不可以搞成形式主义，不可以走过场。会前要做充分的调查研究，做足功课，做好会前准备，把问题一个个梳理出来，如果有解决方案的话，则把方案做细做实。会议有必要则开，无必要则不开，这是最基本的道理。会议有没有必要，则从实际出发，由问题来决定。现在有的地方和单位不管必要不必要，动不动就开会，而且会议成了“传声筒”和“留声机”，对上级精神和要求囫囵吞枣、照转照抄，对实际工作中的问题虚晃一枪、掌声一片。这种只管“开了”不管“开好”的会议是自欺欺人。邓小平最反对会多、会长，他出席会议时尽量讲短话，没有话宁可不讲，特别强调“开会、讲话，都要解决问题”。他曾说：“开会要开小会，开短会，不开无准备的会。会上讲话，话不离题。议这个题目，你就对这个问题发表意见，赞成或反对，讲理由扼要一点；没有话，就把嘴巴一闭，不开空话连篇的会，不发离题万里的议论。”这应该是开会、讲话的重要遵循。</span></p><p style="max-width: 100%; font-size: 18px; box-sizing: border-box !important;"> 现实中，一些地方和单位，很在乎会议的规模和规格，很讲究会议的套路和模式。比如，主席台上，讲话的没几个，陪会的一大堆；有话说的说了，没话说的也不厌其烦地重复，有的与会者讲话言不由衷、词不达意，不管重要与否，也要表一番态，说一大堆诸如“多么重要”“有很强的思想性、指导性、针对性”等溢美之词。毛泽东在《反对党八股》一文中曾针对这种“开会也有的”党八股现象一针见血地批评道：“‘一开会，二报告，三讨论，四结论，五散会’。假使每处每回无大无小都要按照这个死板的程序，不也就是党八股吗？在会场上做起‘报告’来，则常常就是‘一国际，二国内，三边区，四本部’，会是常常从早上开到晚上，没有话讲的人也要讲一顿，不讲好像对人不起。”“党八股”式的会，耗时费力、劳民伤财，是典型的形式主义、官僚主义。</span></p><p style="max-width: 100%; font-size: 18px; box-sizing: border-box !important;"> 会议有没有实质性内容，得看与会者是不是愿意并敢于把憋在肚子里的话都一股脑儿倒出来，不跟你说官话、套话、空话和应付的话。对于说真话、实话、心里话的人，要给足够时间，不能像有的人“飞机倒汽车，跑了大半天，结果会只开了一会儿，发言只是一支烟的功夫”。解决问题来不得半点虚情假意，一味地说场面上的客套话，无助于问题的解决。所以，得鼓励会上说真话、实话、心里话，特别是说管用的话，而这得有一个好的氛围来支撑。真心换真话，真意换真情。能够听到真话、了解到真相的会议就是有内容的会。这样的会，即便是长一点，也是一种短。</span></p><p style="max-width: 100%;
