box-sizing: border-box !important;">为发挥好省内外优秀博士人才为贵州省委决策咨询服务作用，2009年经省委批准组织了“省委决策咨询博士高端论坛”。从2009年11月首届论坛设立开始，至2017年已连续举办了九届。论坛为关心和热爱贵州的省内外优秀博士人才搭建一个广泛交流、深入探讨，共同为贵州发展出谋划策的平台，促成了“最强大脑”的思想碰撞。十年来，历任省委主要领导高度重视论坛，2010年12月，省委书记栗战书作出批示:“我支持这项工作!”赵克志同志、陈敏尔同志、孙志刚同志都非常重视加强决策咨询工作。谌贻琴省长和王富玉同志、秦如培同志、廖国勋同志、刘奇凡同志、张群山同志都十分关心支持论坛。十年来，在历届省委领导的关心支持下，在社会各界包括在座各位的大力支持下，省委决策咨询博士高端论坛连续举办，引起了社会各界普遍关注和热烈反响。十年来，论坛坚守“服务省委决策，促进科学发展”的宗旨，围绕“贵州生产力布局调整与区域优化发展”“围绕大通道，发展通道经济”“加强和改善我省投融资”“大力实施工业强省战略，推动全省经济加速发展”“深化金融与产业融合发展”“依法治省”“同步全面建成小康社会”“大数据、大生态”“创新发展思路，发挥后发优势”等主题，积极为贵州发展建言献策，许多成果转化为决策，为贵州加快发展、后发赶超，决战脱贫攻坚、决胜同步小康做出了积极贡献。</span></p><p style="margin-bottom: 10px; font-family: 宋体; font-size: 16px; box-sizing: border-box !important;">二是时刻不忘打赢脱贫攻坚战，推动产业转型升级。</span></strong><span style="max-width: 100%; font-family: 宋体; font-size: 16px; box-sizing: border-box !important;">贵州是全国脱贫攻坚的主战场，实现第一个百年奋斗目标，重中之重就是打赢脱贫攻坚战，时间紧迫、任务艰巨、形势催人。进一步增强责任感和紧迫感，坚决担当历史使命、扛起政治责任，坚持把脱贫攻坚作为头等大事和第一民生工程，以脱贫攻坚统揽经济社会发展全局，强力推进大扶贫战略行动，持续打好“四场硬仗”，扎实抓好“五个专项治理”，着力做好“四个聚焦”，深入推进“农村产业革命”，用好“五步工作法”，全面落实“八要素”，坚决如期完成脱贫攻坚目标任务。大力发展实体经济，推动经济高质量发展，加快推动产业转型升级、新旧动能转换，特别是围绕贵州十大千亿级工业产业振兴，深入实施“双千工程”，大力推进省属国有企业战略性重组，鼓励引导支持民营经济做大做强，推进能源工业转型升级，推进精细磷化工加快发展，大力发展特色食品工业，积极推进农产品精深加工、生物萃取等高附加值产品产业发展，真正把绿水青山变成金山银山，守好发展和生态两条底线，走实走稳走快脱贫攻坚步伐。</span></p><p style="margin-bottom: 10px; font-family: 宋体; font-size: 16px; box-sizing: border-box !important;">三是时刻不忘创新发展思路，发挥后发优势。</span></strong><span style="max-width: 100%; font-family: 宋体; font-size: 16px; box-sizing: border-box !important;">“创新发展思路，发挥后发优势”，是习近平总书记对新时代贵州工作的重要要求。大力培育和弘扬“团结奋进、拼搏创新、苦干实干、后发赶超”的新时代贵州精神，切实内化为攻坚克难的品格要素，锻造成“撬动”发展的精神杠杆，更加注重创新发展思路，与时俱进完善政策举措，用好生态、气候、能矿、交通等比较优势，统筹推进大扶贫、大数据、大生态三大战略行动，不断挖掘发展潜力，培育发展动力，拓展发展空间，以更大力度打好污染防治攻坚战，以更大力度打好防范化解重大风险攻坚战，以更大力度推动大数据与经济社会融合发展，推动经济发展质量变革、效率变革、动力变革，紧跟时代创造新的业绩，努力在解放思想上有新进步、在改革开放上有新突破、在后发赶超上有新成效、在全面建成小康社会进程中有新跨越。</span></p><p style="margin-bottom: 10px;
