 <o:p></o:p>1、3进行思想教育。为了保证选举工作的顺利进行，选举前，党支部应组织党员学习党章，对党员进行民主集中制、党员权利、义务的教育，帮助党员明确选举意义和基本要求，增强行使民主权利的意识，认真慎重地对待选举工作。<o:p></o:p>1、4酝酿候选人。支委会根据党章规定，具体提出候选人条件和下届支部委员会的构成原则和组成名额，交党员讨论。党支部委员应由党龄满3年的正式党员担任。候选人经党小组初步酝酿提出后，支部委员会加以集中，然后根据多数人的意见确定候选人预备名单。<o:p></o:p>不设委员会的党支部书记和副书记（一般党员不足7人的党支部，可不设支部委员会），由全体党员充分酝酿，提出候选人。<o:p></o:p>1、5向上级党组织报告候选人请示。在做好以上准备工作后，支部委员会要把候选人预备名单及时向上级党组织请示，经上级党组织同意后，方可进行正式选举工作。<o:p></o:p>2、正式选举阶段<o:p></o:p>2、1 发展对象填写《入党志愿书》，须经上级党组织的同意（用钢笔逐项填写清楚，字迹端正，内容真实）。支委会要对发展对象填写的《入党志愿书》和有关情况进行严格审查，经集体讨论认为合格后，再提交支部大会讨论。<o:p></o:p>3、3
