font-size: 16pt;">*</span><span style="font-family: 仿宋_GB2312; font-size: 16pt;"><font face="仿宋_GB2312">社会矛盾纠纷排查调解工作领导小组统领,向下延伸至调解信息员的横向到边,纵向到底的大调解三级网络。按照</font>“预防在先,警示在前”的原则,建立领导值班接待制度和矛盾纠纷信息定期报送制度。为积极预防矛盾纠纷的发生,规范矛盾纠纷排查调处工作的运行机制,实现对矛盾纠纷的有效控制,建立完善纠纷预警、工作联动、协调解决、主动回访等矛盾纠纷排查调处工作机制。</span><span style="font-family: 仿宋_GB2312; font-size: 14px; text-indent: 32pt; text-align: justify; line-height: 28pt;"><b><span style="font-family: 仿宋_GB2312; font-size: 16pt;">(一)排查调处工作的主动性不够。</span></b><span style="font-family: 仿宋_GB2312; font-size: 16pt;">部分干部对加大矛盾纠纷排查调处工作认识和重视不够,依法行政的意识不强,没有树立矛盾排查预防意识,还存在等的思想,导致调处工作不及时或不到位。</span><span style="font-family: 仿宋_GB2312; font-size: 16pt;"><o:p></o:p></span></p><p class="p" align="justify" style="margin-top: 0pt; margin-bottom: 0pt; color: rgb(0, 0, 0); font-size: 14px; text-indent: 32pt; text-align: justify; line-height: 28pt;"><b><span style="font-family: 仿宋_GB2312; font-size: 16pt;">(二)调解人员业务水平有待提高。</span></b><span style="font-family: 仿宋_GB2312; font-size: 16pt;">全</span><span style="font-family: 仿宋_GB2312; font-size: 16pt;">*</span><span style="font-family: 仿宋_GB2312; font-size: 16pt;">有</span><span style="font-family: 仿宋_GB2312; font-size: 16pt;">X</span><span style="font-family: 仿宋_GB2312; font-size: 16pt;">人的调解员队伍,多数是村组干部兼任,文化水平和政策法律水平参差不齐,特别是村小组调解员文化水平总体偏低,法律知识欠缺,加之培训多是以会代训,缺乏专门的调解技能和技巧培训,致使调解程序不够规范,调解协议书质量不高。</span><span style="font-family: 仿宋_GB2312; font-size: 16pt;">(三)新形势,新情况,新问题引发纠纷呈上升趋势。</span></b><span style="font-family: 仿宋_GB2312; font-size: 16pt;">由于改革发展的不断深入,新情况新问题不断出现,特别是多元化利益冲突引起的矛盾纠纷,部分群众往往采取过激的行为,由此引发的群体性甚至越级信访事件呈增多趋势,对做好社会稳定工作带来了一定压力。</span><span style="font-family: 仿宋_GB2312; font-size: 16pt;">完善处置各类突发事件的预案,完善公共事件预警机制,建立健全统一指挥、反应灵敏、协调有序、运转高效的处置机制,及时掌握可能引发群体性事件等突发事件的情况信息,努力提高处置能力与水平,并围绕重点工作,加强队伍培训,积极预防和妥善处置群体性事件,把其对社会稳定的冲击减到最低限度。</span><span style="font-family: 仿宋_GB2312; font-size: 16pt;"><o:p></o:p></span></p><p class="MsoNormal" style="margin-right: -16.65pt;
