box-sizing: border-box !important;">有些机关下基层调研都习惯于提前发通知、打招呼，走安排好的“规定路线”。这导致了调研人员还没下去，基层已忙成一团，各级层层陪同，线路反复察看，对象严格圈定，接待调研成为基层单位“不能承受之重”。基层“备调研”的同时，上级也“被调研”“被导航”。基层安排的线路多是“盆景式”的典型，不是“风景式”的全貌。调研者听到的多是形势大好的声音，个别不同的声音也往往太过微弱而被忽略。调研成了走过场，很难摸到真实情况。领导干部搞调研，必须掌握调研活动的主动权，多一些“自选动作”，看一些没有准备的地方，搞一些不打招呼、不作安排的随机性调研，力求准确、全面地了解情况。调研不是隔着车窗、来去匆匆，不是蜻蜓点水、走马观花，不是纸上翻阅、网上搜索，而应扑下身子，吃在基层、住在基层。要走到群众之中，在田间地头访问，在庭院炕头倾听，在路边车间交谈，获取大量真实的、鲜活的第一手资料。而且这种调查不应只选取几个典型，小范围、短时间地开展，而应大规模、广覆盖、长时间地观察记录。总之，不能让人牵着鼻子搞调研。</span></p></section></section></section><p style="max-width: 100%; color: rgb(131, 49, 53);"><p style="max-width: 100%; clear: none; min-height: 1em; line-height: 32px; box-sizing: border-box !important;">调查研究必须亲临现场，倾听各种声音。但不同的声音背后可能隐藏着不同的动机和目的，要防止一些人为了特殊目的而在调研过程中设置陷阱。有的汇报气壮山河、逻辑严密、入情入理，你一听有气魄、有道理、很振奋，马上肯定，被调查者便借机大力宣传，殊不知其背后另有因由：一是形象工程。高喊做某事，并非真需要，只是为了所谓的面子和政绩大造舆论。二是短期行为。一些地方为一时之利或因眼界局限，搞工程、上项目，还没完工已被淘汰。三是形式主义。如在统筹城乡发展、推进新农村建设中，普遍遵循的是“量力而行”。但一些地方借量力而行之名，行“量力缓行”“量力不行”之实，以穷为由，把“力”“量”没了。因此，到基层调研，听取各种汇报，不仅要辨听其言，还要洞观其行，更要深察其果，弄清其“声音”背后的“声音”。</p></section></section></section><p style="max-width: 100%;
