white-space: pre-wrap; text-align: justify; line-height: 1.5em; box-sizing: border-box !important;"><span style="max-width: 100%; color: rgb(51, 51, 51); box-sizing: border-box !important;">道德品质是为官从政之基。观察和判定干部的人品官德，内容涵盖多样。要观其忠。检验党员干部的忠诚，除了对亲人、对朋友真心诚意，更应把对党绝对忠诚放在首位。忠诚是必备的政治品格，表现为思想上高度一致、情感上高度认同、心理上高度信赖、工作上不遗余力。要观其信。诚实守信是做人之本。诚就是真实不欺，对组织开诚布公，无所隐瞒；对他人遵守诺言，实践成约。要建立诚信档案，从履职尽责、个人事项、社会交往、日常生活等方面，记录党员干部在思想、工作、生活、经济等各方面的诚信表现。要观其行。为政之要，贵在力行，重在实干。把言行一致作为考核干部德的指标，既要听汇报的数据，又要看现实的情况，更要问群众的感受。特别是对那些不图虚名、不求回报的干部，对那些埋头干事、不事张扬的干部，要多看其勤勉务实的工作成效。要让老实人不吃亏、实干人得实惠，提拔和重用实干型干部，形成“忠诚担当、诚信立身、实干进步”的良好氛围。</span></p></section></section></section></section></section><p style="max-width: 100%; white-space: pre-wrap; text-align: justify; line-height: 1.5em; box-sizing: border-box !important;"><span style="max-width: 100%; color: rgb(51, 51, 51); box-sizing: border-box !important;">“公道自在人心”，干部的德才如何、表现怎样，群众自然清楚、自有公论。要延伸考察对象。与考察对象的单位领导、身边同事、服务对象进行个别谈话；对考察对象的父母配偶、街坊邻居、亲朋好友进行上门走访；请社区干部、乡邻乡亲开展座谈。通过不同对象、不同侧面的反映，全面、深入考核考察干部德的表现，为干部精准“画像”。要拓宽考察范围。将考察视角从“工作圈”拓展到“生活圈”、“社交圈”、“娱乐圈”。要到干部生活的地方走一走，到闲暇的地方看一看，到接触的人群中听一听，对干部“八小时外”德的表现进行鉴定。要畅通考察渠道。搭建干部信息互连、互通平台，加强与职能部门信息沟通，向纪检、信访、公安、综治等部门查询干部德的现实表现。通过设置征求意见箱、举报电话、网上监督平台等措施，畅通民意反映渠道，征求广大群众对选拔干部德的意见建议。</span></p></section></section></section></section></section><p style="max-width: 100%; white-space: pre-wrap; text-align: justify; line-height: 1.5em; box-sizing: border-box !important;"><span style="max-width: 100%; color: rgb(51, 51, 51); box-sizing: border-box !important;">“官德”优劣关乎党的事业成败，关系到干部健康成长。唯才是举，以德赋官，就是要将人品官德贯穿干部推荐、考察、任用各个环节。要用好用活民主测评。规范干部“德”的测评，要重点防止走过场、做样子、图形式。要细化测评内容，不简单以优秀、合格、不合格标准划线，把“德”的正反两面，列入分值条款，开展双向测评。采取述德、问德、询德形式，避免“一张表格画到底”。要对测评结果予以定量、综合分析，涉及的重要内容要求证求实，做出准确、公正、客观的评价。要抓紧抓实官德教育。不提拔不考察，不调整不谈话，不利于干部德的养成。要把干部官德的培养塑造抓在平时，把干部德育纳入年度干部教育培训计划，善于用党的创新理论，武装干部、塑造干部、鼓舞干部。对干部问题的倾向、违纪的苗头，要常教育、常提醒、常警示，防微杜渐，止住道德品质滑坡。官德考核贵在运用，必须牢固树立“德才优者则仕”的干部选人用人导向，防止重考核、轻反馈、重过程、轻运用的问题。本着对党和人民事业高度负责的态度，把官德的考核结果贯穿于干部选拔、教育、管理全过程，切实让讲官德的干部得到褒奖，失官德的干部受到追究。<strong style="max-width: 100%;
