box-sizing: border-box !important;"> >>>>>三是实施方案要到位。工作实践中，常常遇到这种情况：有的同志提出的意见建议“看起来很美”，却没有被领导采纳，其中一个重要原因就是缺乏实施方案。因此，秘书人员在向领导提出意见建议时，一定要有详细缜密且操作性强的实施方案和落实措施。如果条件许可，最好多提几种方案，给领导留有选择余地。国外有句格言：“如果看来似乎只有一条路可走，那么这条路可能就是错误的。”20世纪60年代初，苏联将中程导弹运往古巴，美国强烈反对，由此引发了加勒比海危机。为消除这场危机，美军参谋人员拟定了6种处置方案。肯尼迪总统经过优化选择，否定了前5种办法，选择了最后一个方案，即采取间接行动——封锁古巴海面。后经双方谈判，苏联撤出部署在古巴的导弹，美国承诺不入侵古巴，一场一触即发的危机由此化解。秘书人员给领导当“参谋”，针对某一问题不能只提出一个方案，最好同时提供几套方案，便于领导从中选择最佳方案，或吸收几个方案中的优长，综合形成一个新的最佳方案。（文章摘自《秘书工作》杂志2012年第8期。作者：张敬山  曹雪立）
