background-clip: initial; background-position: initial; background-repeat: initial;">党中央、国务院高度重视加强督促检查、狠抓工作落实。本届政府成立以来，李克强总理多次主持召开国务院常务会议，专题研究部署督查抓落实工作，要求切实打通决策部署的“最先一公里”和政策落实的“最后一公里”，使各项政策落地生根，开花结果，造福人民。2015年围绕中央经济工作会议和《政府工作报告》明确的重点任务，国务院部署开展了第二次大督查。大督查坚持鼓励有作为和整肃不作为并重，对主动作为、工作有成效的予以表扬激励，对不作为的追究责任，积极营造干事创业良好氛围，持续推动重大决策部署和政策措施落实。<o:p></o:p><p align="center" style="margin: 0cm 0cm 0pt; background-repeat: initial;">从督查总体情况看，各地区、各部门认真贯彻落实党中央、国务院重大决策部署，锐意进取、勇于担当、主动作为，围绕稳增长、促改革、调结构、惠民生、防风险重点工作，出新招、出实招、出硬招，较好完成了全年经济社会发展目标任务。<o:p></o:p><p style="margin: 11.75pt 0cm 0pt; line-height: 23.5pt; background-clip: initial; background-position: initial; background-repeat: initial;">为鼓励主动作为，国务院决定对落实有关政策措施成效较明显的漯河市等20个市（州）、霍林郭勒市等20个县（市、区）予以表扬，并在2016年对这些地方采取多项激励措施。一是国家在资金上对其重点项目建设给予支持。二是2016年督查收回的中央预算内投资和专项转移支付沉淀资金，用于奖励上述市（州）、县（市、区）发展。三是对其企业申请发行企业债减少审批环节。四是统筹实际需求相应给予新增建设用地计划指标支持。五是实行“免督查”，不纳入2016年大督查范围。<o:p></o:p><p style="margin: 11.75pt 0cm 0pt; background-position: initial; background-repeat: initial;">——扩大有效投资、推进项目建设。山西省晋中市实行“一项一表、一项一策”精细管理，以86个示范性和引领性项目建设，带动全市重点项目建设和投资平稳增长，2015年固定资产投资（不含农户）比上年增长18.7%；湖南省株洲市开展“项目攻坚年”活动，启动轨道科技城、城铁株洲站综合体等一批重点项目建设，2015年完成项目投资2181亿元，推动了当地经济社会发展；等等。<o:p></o:p><p style="margin: 0cm 0cm 0pt; background-clip: initial; background-position: initial; background-repeat: initial;">——推进简政放权、放管结合、优化服务。黑龙江省哈尔滨市取消地方自定的57项行政审批事项，在全国较早做到自设审批事项“清零”，行政审批中介服务事项由232项减少到151项，减幅超过1/3；浙江省绍兴市柯桥区探索开展企业投资项目高效审批100天全流程试点改革，审批时间缩短70%以上；等等。<o:p></o:p><p style="margin: 0cm 0cm 0pt; background-clip: initial; background-position: initial; background-repeat: initial;">——推进大众创业、万众创新。吉林省辽源市设立东北袜业大学生创业园，截至2015年底共吸引2000多名大学生创业就业，直接间接带动1万余人就业；四川省成都市实施“创业天府”行动计划，打造了一批“双创”特色集聚区，已建成各类创新创业载体193家，在孵科技企业和团队上万家；等等。<o:p></o:p><p style="margin: 0cm 0cm 0pt; background-clip: initial; background-position: initial; background-repeat: initial;">——实施“互联网+”行动计划。江苏省南通市通州区建成“创客邦”、“创纺e站”等一批众创空间，集聚5000多家电商企业、100多家创意设计机构、2万多名创新创业人员，家纺产业电商年交易额超过150亿元；河南省长葛市实施“互联网+”行动计划，企业电子商务应用率达到70%，从业人员突破2万人；等等。<o:p></o:p><p style="margin: 0cm 0cm 0pt; background-clip: initial; background-position: initial; background-repeat: initial;">——推动产业结构优化升级。广东省佛山市依托智能制造加快产业转型升级，大力发展以数控装备、3D打印和工业机器人为重点的智能装备制造业，2015年装备制造业完成投资比上年增长58.7%；安徽省铜陵市连续两年获评全国资源枯竭城市转型绩效考核优秀等次第一名，2015年完成工业技改投资比上年增长40%，实施节能减排重点项目171项，完成投资157亿元；等等。<o:p></o:p><p style="margin: 0cm 0cm 0pt; background-clip: initial; background-position: initial; background-repeat: initial;">——推进医药卫生体制改革。湖北省宜昌市搭建分级诊疗转诊协作平台，实现医疗资源、信息服务的互联互通，县域内就诊率达到90%；福建省三明市积极探索深化公立医院综合改革，通过整合医保管理体制、完善药品招标采购、实行全员目标年薪制等综合措施，实现医药费用下降、医务人员收入提高、人民群众看病负担减轻；等等。<o:p></o:p><p style="margin: 0cm 0cm 0pt; background-clip: initial; background-position: initial; background-repeat: initial;">——推动新农村建设。广西壮族自治区恭城瑶族自治县加强农村人居环境治理，改善农村风貌，建设生态宜居乡村，发展乡村旅游；贵州省兴义市发展山地旅游，实现农民增收致富，2015年旅游总收入比上年增长24.1%，农村居民人均可支配收入比上年增长10.9%；等等。<o:p></o:p><p style="margin: 11.75pt 0cm 0pt; background-image: initial; background-attachment: initial; background-size: initial; background-origin: initial; background-clip: initial; background-position: initial; background-repeat: initial;">针对督查和跟踪审计发现的庸政懒政怠政和不作为问题，2015年8月—12月分三批开展督查问责，涉及财政资金沉淀、土地闲置、重点项目建设拖期、保障房闲置、民生项目资金大量结存、重大安全生产隐患整改不力等一批突出问题的责任人受到严肃处理。各地区共依法依规问责382个突出问题，共问责处理1456人。按级别统计，地厅级77人，县处级469人，乡科级及以下910人。按问责种类统计，开除党籍5人，留党察看1人，撤销党内职务2人，党内严重警告65人，党内警告80人；行政开除5人，行政撤职3人，行政降级3人，行政记大过57人，行政记过176人，行政警告378人；诫勉谈话635人；行政告诫26人；停职检查6人；免职13人；降职1人。<o:p></o:p><p style="margin: 0cm 0cm 0pt; background-image: initial; background-attachment: initial; background-size: initial; background-origin: initial; background-clip: initial; background-position: initial; background-repeat: initial;">根据督查审计情况，国务院责成财政部、国土资源部、住房城乡建设部、安全监管总局、扶贫办等5个部门，对2015年相关工作存在突出问题的7个省级政府职能部门和6个地市政府主要负责人开展督查约谈。<o:p></o:p><p style="margin: 0cm 0cm 0pt; background-repeat: initial;">国务院部署开展大督查，有力促进各地区、各部门进一步转变职能、改进作风，推动各项重点工作取得积极进展。<o:p></o:p><p style="margin: 0cm 0cm 0pt; line-height: 23.5pt; color: rgb(51, 51, 51); text-indent: 24pt; text-align: justify; font-family: Arial, 宋体; background-image: initial; background-attachment: initial; background-size: initial; background-origin: initial; background-clip: initial; background-position: initial; background-repeat: initial;">——推动重大稳增长项目建设。2015年《政府工作报告》提出的“铁路投资要保持在8000亿元以上、新投产里程8000公里以上”、“新建改建农村公路20万公里”等任务，通过督查加大推进力度，已顺利完成。截至2015年底，11大工程包开工326个项目、48个专项，累计完成投资超过5万亿元。通过增加政府资金投入引导，2015年全国基础设施投资比上年增长17.2%，比全国固定资产投资（不含农户）增速高出7.2个百分点。<o:p></o:p><p style="margin: 0cm 0cm 0pt; line-height: 23.5pt; color: rgb(51, 51, 51); text-indent: 24pt; text-align: justify; font-family: Arial, 宋体; background-image: initial; background-attachment: initial; background-size: initial; background-origin: initial; background-clip: initial; background-position: initial; background-repeat: initial;">——推动闲置土地处置。截至2015年底，全国共处置闲置土地85.4万亩，占闲置土地总量的81.3%，处置比例比大督查时提高了58.3个百分点。大督查时处置闲置土地进度较慢的9个省（区、市），闲置土地平均处置比例从大督查时的25.2%提高到93.5%。<o:p></o:p><p style="margin: 0cm 0cm 0pt; line-height: 23.5pt; color: rgb(51, 51, 51); text-indent: 24pt; text-align: justify; font-family: Arial, 宋体; background-image: initial; background-attachment: initial; background-size: initial; background-origin: initial; background-clip: initial; background-position: initial; background-repeat: initial;">——推动沉淀资金盘活利用。截至2015年11月底，中央财政收回存量资金155亿元，已统筹用于当年新增中央投资；地方各级财政收回存量资金3503亿元，形成实际支出3201亿元，绝大部分用于支持基础设施建设、产业结构调整和优化升级等。大督查时，7个省（市）应收回财政存量资金1278亿元，在全国处于较高水平，现已全部收回并加快用于支出。<o:p></o:p><p style="margin: 0cm 0cm 0pt; line-height: 23.5pt; color: rgb(51, 51, 51); text-indent: 24pt; text-align: justify; font-family: Arial, 宋体; background-image: initial; background-attachment: initial; background-size: initial; background-origin: initial; background-clip: initial; background-position: initial; background-repeat: initial;">——推动重大民生举措落实。2015年《政府工作报告》提出的580万套棚户区改造任务，在大督查时完成进度偏慢，经督查推动，当年11月底已提前完成。2015年9月跟踪审计发现的5个市县闲置5.75万套保障房问题，有的已经整改完毕安排入住，其余可在2016年上半年达到分配入住条件。大督查时发现有关方面执行放宽住房公积金使用政策力度不够，经过整改，2015年1月—12月全国提取住房公积金10989亿元，同比增长44.6%；结余资金由2014年底的1.1万亿元，下降至7456亿元。<o:p></o:p><p style="margin: 0cm 0cm 0pt; line-height: 23.5pt; color: rgb(51, 51, 51); text-indent: 24pt; text-align: justify; font-family: Arial, 宋体; background-image: initial; background-attachment: initial; background-size: initial; background-origin: initial; background-clip: initial; background-position: initial; background-repeat: initial;">——推动一些社会关注热点问题解决。针对媒体反映的外贸企业负担重问题，有关方面取消船舶港务费等7项行政事业性收费，降低港口相关经营服务性收费标准，每年可减轻企业负担约70亿元。针对群众普遍呼吁的网络提速降费问题，有关方面加大工作力度，2015年底全国固定宽带平均接入速率比2014年底提高2.1倍，移动流量平均资费水平比2014年底下降43.9%。针对群众反映强烈的民航航班正常率较低问题，有关方面挖掘运行潜力，2015年第四季度民航航班正常率有了一定程度提高。总的看，虽然这些社会关注的热点问题得到一定程度解决，但与群众期待相比仍有差距。2016年有关方面将继续督促整改，确保取得更大成效。<o:p></o:p><p style="margin: 11.75pt 0cm 0pt; background-clip: initial; background-position: initial; background-repeat: initial;">此外，督查还发现，少数法规政策已不适应形势发展需要，个别法规政策之间甚至相互矛盾，导致一些工作落实慢、落实难。有关方面正就此开展清理和修订完善工作。<p style="margin: 11.75pt 0cm 0pt; line-height: 23.5pt; background-clip: initial; background-position: initial; background-repeat: initial;">2016年，国务院将继续部署开展第三次大督查，深入贯彻创新、协调、绿色、开放、共享的发展理念，做好新常态下的经济社会发展工作。进一步突出督查重点、注重督查效果、优化督查方式、完善督查制度，建立健全政策落实的责任机制、奖勤罚懒的激励机制和常态化的督查问责机制，大力营造竞相有为、主动作为的干事创业环境，全面推进党中央、国务院决策部署的贯彻落实，努力实现“十三五”时期经济社会发展的良好开局。</div>
