做好办公厅(室)工作应处理好这四种关系

font-size: 15px; line-height: 24px; box-sizing: border-box !important;">判断办事成功与否,是以结果为标准而不是以过程为标准。不过,没有成功的过程,一般来说也不可能有成功的结果,很难想象办一件事过程千疮百孔、问题迭出,却能得到好的结果。同样,也不能以过程的成功来掩盖结果上的瑕疵。处理好这对关系,主要解决的是“其他都不错,就差一点点”“没有功劳也有苦劳”等思想误区,防止“不思耕耘,只想收获”的投机作风。在办事过程中,重视既树立“结果”导向,也在每一个步骤环节都追求精益求精,以可控的、正确的过程,确保得到预期结果,达到“水到渠成,瓜熟蒂落”的状态。</p><p style="max-width: 100%; font-size: 15px; line-height: 24px; box-sizing: border-box !important;">办事过程中突然出现新情况,而领导没有交代应对措施,怎么办?如果独立决断错误,会产生不良后果;选择请示报告,把问题都交给领导,个人失去一次思考解决问题的机会,也可能在请示过程中延误机会。如何选择?我体会,请示报告是第一选择,能请示的尽量请示。但这个请示不是简单地把问题上交,而是在向领导报告情况的同时,拿出自己对该问题的处理意见。如果因为种种客观因素无法即时请示,可以独立决断,但事后要及时向领导报告处理情况。值得一提的是,办事过程中,有些东西未经请示报告不应擅自改变。如:有明确制度规定的,不应擅自更改;文字材料中领导亲自改动的,不应擅自更改;领导专门交代的事项,不应擅自更改;多年坚持的惯例做法,不应擅自更改。要坚决防止“先斩后奏、斩而不奏”的思想和做法。</p><p style="max-width: 100%; font-size: 15px; line-height: 24px; box-sizing: border-box !important;">规范性是评价办事水平的一项关键指标。每一类事经过打磨积累,都会形成相对稳定成熟的内容、流程、要求等,也就是规范。遵守规范,按照规矩,事就容易办得好。有的事是开创性的,没有旧例可循,但在办的过程中也会逐渐形成规范。规范不是万能的,在办事过程中遇到现有规范不能解决的问题时,需要灵活应对,创造性地完成任务,这就是创新,是对规范的丰富和发展。</p><p style="max-width: 100%; font-size: 15px; line-height: 24px; box-sizing: border-box !important;">但明明有规范,偏偏不遵守,把个人的“灵活性”凌驾于规范之上,凡事总觉得自己正确、规范不对,动辄要改规矩、“搞创新”。如此种种,实际上已经超出了灵活性的范围,是个人主义作祟。在规范性与灵活性的问题上还是应当做到坚持规范,适当灵活。首先要学习规范、掌握规范,之后是坚持规范、运用规范,最后才是创新创造、发展规范。</p><p style="max-width: 100%; font-size: 15px; line-height: 24px; box-sizing: border-box !important;">当前,办公厅(室)工作分工日益精细,任何一个位置都像是大机器上的螺丝钉。办公厅(室)的许多工作任务,需要多人分工承担,讲团队作战。团队作战考验的是合作能力,应当注意以下几个问题:一是明确任务,勇于担当。作为领导,布置任务要不留死角,注意各个环节无缝对接;作为工作人员,要敢于承担重要任务,不躲不闪,攻坚克难。二是积极完成,不拖后腿。对分配承担的任务,要在规定时间内按照规定要求高质量完成,尽可能提前完成,绝不能拖延。如自己承担任务较多实难完成,不要碍于面子隐瞒不说,要及时汇报负责同志,适当请其他同志分担,避免耽误整项工作的进度。三是沟通交流,密切配合。要时刻强调团队意识,及时互通情况、交流进展,虚心听取大家的意见建议,以融洽的合作关系保证任务圆满完成。讲团队作战,并不是否认个人能力,注重团队作战的同时,也要积极加强单兵作战能力,勤于学习,勤于思考,不断提高自身业务能力和综合素质,以单兵能力的增强促进团队作战能力的提高。 <span style="max-width: 100%;
