谈为官不为

word-break: normal; line-height: 33px; font-size: 22px; background-color: white;">&nbsp;<wbr>&nbsp;自中央八项规定执行以来,“脸难看、事难办”的机关作风大为改观,吃拿卡要、胡作非为之风大幅收敛。在这种内设“高压线”,外念“紧箍咒”的大环境下,党风政风为之一新。但门好进了,脸好看了,为官不为的“太平官”现象却有所抬头。许多老百姓抱怨,有些干部手不伸了,钱不拿了,事却比以前变得更加难办甚至不办了,推诿扯皮、拖卡慢蹭的情况也多了起来。应该说这是新形势下出现的新问题,如不解决对事业的发展有百害而无一利。为官不为可分为以下几种类型:</font></p><div jquery18006547411664994269="328" style="color: rgb(73, 73, 73); font-family: 'Microsoft YaHei', 'Helvetica Neue', SimSun;"><font style="word-wrap: normal; word-break: normal; line-height: 33px; font-size: 22px; background-color: white;">&nbsp;<wbr>&nbsp;<wbr>&nbsp;<wbr>&nbsp;<wbr>&nbsp;<wbr>第四,激励缺乏型。干部需要激励。一个地方如果有良好的政治生态,在干部的选拔任用和奖励上公平公正,对干事创业者能给予及时的提拔重用和褒扬奖励,则积极干事创业自然会蔚然成风。反之,如果一个地方的政治生态不好,用人不公,赏罚不明,甚至出现“逆淘汰”现象,让贤者不如亲者,干的不如看的、跑的、送的,则为官不为行为就会像瘟疫一样蔓延。</font></div><div jquery18006547411664994269="331" style="color: rgb(73, 73, 73); word-break: normal; line-height: 33px; font-size: 22px; background-color: white;">&nbsp;<wbr>&nbsp;<wbr>&nbsp;<wbr>&nbsp;二要加强思想教育,树立担当精神。加强对党员干部进行宗旨意识和从政道德教育,使党员干部时刻牢记自己的身份是公职,职责是公务,待遇是公定,牢固树立“当官须为民、为官须有为”、“当官与发财应当两道”、“干部的价值就在于担当”、“不干事也是不廉洁”的理念,以干事创业为荣,以为官避事为耻,引导干部在其位,谋其政,司其职,干其事,建其功。</font></div><div jquery18006547411664994269="372"><font style="word-wrap: normal; word-break: normal; line-height: 33px; font-size: 22px; background-color: white;">&nbsp;<wbr>&nbsp;<wbr>&nbsp;<wbr>&nbsp;<wbr>&nbsp;<wbr>&nbsp;<wbr>&nbsp;四要强化监督机制,克服为官不为。包括加强组织部门和纪检监察部门的监督,把为官不为作为监督的重点,严格执法执纪,让为官不为者及时受到问责和惩戒;加强群众监督,积极开展群众问政、民主评议、民意调查等工作,督促干部认真履职,扩大人民群众对干部任用工作的知情权、参与权;加强舆论监督,及时褒扬勇于担当、干事创业的干部,鞭挞为官不为的干部,在全社会营造干事创业的良好氛围。</font></div></div></div><p></p>
