line-height: 33px; font-family: 楷体_GB2312, 楷体; font-size: 22px; background-color: white;"> <wbr> <wbr> <wbr> 比如说,起草领导讲话稿,这些要素就可以理解为:讲什么、为什么要讲、怎么讲、对谁讲。讲什么、为什么要讲、怎么讲,就是领导意图三要素。“讲什么”,是讲话稿的内容;“为什么要讲”,是讲话的目的;“怎么讲”,是讲话稿的结构。这三个要素,一般是要体现在讲话稿之中的。而“对谁讲”这个要素,从表面上来看,它不直接体现在公文材料之中,但是它直接影响着公文材料的构思、起草,直接影响着公文材料的文风。毛主席说,讲话、写文章要看对象。就是这个意思。</font></b></p><p style="margin-bottom: 5px;
