2013年组织工作综合调研报告

word-break: normal; ">8</span>个县(市、区)、武当山特区、十堰经济开发区就近年来各地组织工作开展情况进行调研。调研中,先后召开座谈会<span style="word-wrap: normal; word-break: normal; ">20</span>个,个别访谈<span style="word-wrap: normal; word-break: normal; ">50</span>人(次),实地查看<span style="word-wrap: normal; word-break: normal; ">39</span>个村(居),<span style="word-wrap: normal; word-break: normal; ">18</span>个非公企业和<span style="word-wrap: normal; word-break: normal; ">1</span>个县直部门,走访群众<span style="word-wrap: normal; word-break: normal; ">200</span>多人,全面了解了各地近年来组织工作情况、存在问题,收集和梳理了有关意见建议。现将有关情况汇报如下:</span></p><p style="margin-bottom: 5px; border: 0px; list-style: none; word-break: normal; ">345</span>”干部选任考评办法,即在重点工作、重点领域、重大事件等“三重”工作中考察识别干部,推行业绩优选、问责淘汰、民主选择、人岗匹配的“四步提名法”,建立考学、考德、考能、考绩、考廉的“五考”干部综合实绩考核体系。</span><span style="word-wrap: normal; word-break: normal; line-height: 31px; font-size: 16pt; font-family: 黑体; ">十堰经济开发区、茅箭区、房县</span><span style="word-wrap: normal; word-break: normal; line-height: 31px; font-size: 16pt; font-family: 仿宋_GB2312; ">大力加强非公企业党建工作。十堰经济技术开发区以“四建四送”、“示范党建园区创建”、“双培双推”等活动为抓手,加强非公企业党建,引领非公经济健康发展。茅箭区制定了《非公企业党组织规范化建设标准》,确定了<span style="word-wrap: normal; word-break: normal; ">20</span>家非公党建示范点。房县、茅箭区从县(区)乡两级党政机关集中向非公企业选派党建工作指导员,通过采取“一对一”、“一对多”的帮带方式指导工作。</span><span style="word-wrap: normal; word-break: normal; line-height: 31px; font-size: 16pt; font-family: 黑体; font-family: simsun; text-indent: 32pt; "><span style="word-wrap: normal; word-break: normal; line-height: 31px; font-size: 16pt; font-family: 仿宋_GB2312; background-color: white;">这次调研比较系统全面,掌握了解了许多基层实际情况,发现了这样那样的问题。问题很多,有大有小,有轻有重,有共性有个案,原因也多种多样,经梳理,主要有以下几个方面。</span></p><p style="margin-bottom: 5px; word-break: normal; line-height: 31px; font-size: 16pt; font-family: 仿宋_GB2312; ">、干部队伍日常管理方法不优、办法不多,效果不佳。</span></b><span style="word-wrap: normal; word-break: normal; line-height: 31px; font-size: 16pt; font-family: 仿宋_GB2312; ">从调研情况看,虽然各地在加强干部队伍日常管理方面都进行了探索创新,比如郧西县在全县正科级行政事业单位中探索推行干部日常管理台账,但从全市情况看,真正简便易行、管用有效、能够长期坚持的干部日常管理的办法还不多、还不够。究其原因,</span><span style="word-wrap: normal; word-break: normal; line-height: 31px; font-size: 16pt; font-family: 黑体; ">一是操作相对繁琐,存在形式主义。</span><span style="word-wrap: normal; word-break: normal; line-height: 31px; font-size: 16pt; font-family: 仿宋_GB2312; ">比如有的地方在干部日常管理中要求做到“一天一记”、“一月一报”、“一年一评”,程序繁复,且大部分干部日复一日都是干同样的工作,天天记而没有新意,有流水帐之嫌。</span><span style="word-wrap: normal; word-break: normal; line-height: 31px; font-size: 16pt; font-family: 黑体; ">二是考核过于呆板,存在机械主义。</span><span style="word-wrap: normal; word-break: normal; line-height: 31px; font-size: 16pt; font-family: 仿宋_GB2312; ">吏治为天下第一难,不同地区、不同类型、不同时期考核干部的标准和要求不尽相同,如果用一把尺子量,往往是“按下葫芦浮起瓢”,不仅没有达到应有效果,反而会引起干部反感。</span><span style="word-wrap: normal; word-break: normal; line-height: 31px; font-size: 16pt; font-family: 黑体; ">三是结果运用不力,存在虚无主义。</span><span style="word-wrap: normal; word-break: normal; line-height: 31px; font-size: 16pt; font-family: 仿宋_GB2312; ">在实际操作中,往往是负责干部日常管理的是一套班子,负责干部提拔任用的是另一套班子,或者提拔任用干部的时候相关因素太多,没有把日常管理考核结果作为关键或重要因素,导致干部日常管理指挥棒“失灵”而无法长期坚持。</span></span></p><p style="margin-bottom: 5px; ">一是管理服务没到位。</span><span style="word-wrap: normal; word-break: normal; line-height: 31px; font-size: 16pt; font-family: 仿宋_GB2312; ">虽然每个村都明确了党员群众服务中心管理员,但很多管理员都是村干部兼任,村干部主要精力还是家务事,群众办事要先找村干部再到村部。有的虽然坚持值班制,但管理员对电脑、远教设备或办事程序、政策不熟,服务质量不优。</span><span style="word-wrap: normal; word-break: normal; line-height: 31px; font-size: 16pt; font-family: 仿宋_GB2312; ">部分大学生“村官”由于对村情民情还不太熟悉,一时还难以进入村里的核心决策与管理层,大事难介入,感觉到自己游离于中心之外。有的大学生“村官”虽然跟在其他村干部后面处理一些问题,但只是听听、看看,插不上话,帮不上忙,对自己的角色定位、作用发挥感到茫然。</span><span style="word-wrap: normal; (三)人才工作 人才工作什么特色看不到 很具体很实在很深刻很全面 调研中发现的这些问题,有些是老大难,有些是新问题;有些迫切需要解决,有些需要从制度层面研究建立长效机制。想一次性解决这些问题,既做不到,也不现实,因此应本着先急后缓、先易后难、先重点后一般的原则,有选择、有侧重、有步骤地加以解决。
